HC Deb 20 June 1988 vol 135 c445W
37. Mr. Harry Greenway

To ask the Secretary of State for Transport if he will make a statement on research into alternatives to the clamping of cars in London and the rest of the United Kingdom.

Mr. Peter Bottomley

Current research into parking enforcement is concentrated in and around wheel clamping areas in London and now takes into account the effects of vehicle removal in these areas. Wheel clamping commands much public support. Evidence so far is that clamping is uniquely effective for those parking offences that do not cause danger or delay by obstruction. Parking research elsewhere is largely confined to evaluating the effectiveness of new kinds of parking payment equipment.
