To ask the Secretary of State for the Home Department what changes he is contemplating in the immigration rules governing those seeking entry to the United Kingdom as students or seeking variations of leave in order to remain in the United Kingdom as students; what is the aim of such changes; and with which organisations he has discussed the case for them.

Consideration is being given to possible changes in the immigration rules so as to ensure that only those pursuing genuine educational courses are treated as students. We are in regular communication with the United Kingdom Council for Overseas Student Affairs on immigration issues affecting overseas students generally, and we have received representations from that body expressing concern about bogus educational establishments. There have been no discussions yet on the specific question of possible changes.
