To ask the Secretary of State for the Home Department how many notices of liability to pay a charge have been issued under the Immigration (Carriers' Liability) Act 1987; and if he will make a statement.

The Immigration (Carriers' Liability) Act 1987 has proved to be an effective deterrent to persons travelling to the United Kingdom with inadequate documentation. Between 5 March 1987, when the Act came into effect, and 30 June 1988 a total of 6,791 notices of liability to pay the £1,000 charge were issued. The decrease in recent months is thought to be due to more effective document checks being made by carriers at ports and airports of embarkation, and to an extensive training programme, which is continuing, arranged by the immigration service.
