To ask the Secretary of State for the Environment what steps he is taking to enable housing association tenants of pre-HAG properties to benefit from HOTCHA transfer discounts.

[holding answer 28 July 1988]: Section 45 of the Housing Associations Act 1985 limits the HOTCHA scheme to tenants of houses or flats provided with the help of housing association grant.
