§ Mr. NewtonNo such target has been set. The provision and development of district health authority services are monitored by regions as part of a cyclical planning and review process. The Department similarly approves regional health authority plans and reviews performance annually, against the background of the broad policy aims set out in the annual planning guidelines. A copy of the latest guidelines, for 1989–90 and 1990–91 (circular HC (88) 43) is in the Library.
