To ask the Secretary of State for the Environment what representations he has received about Government policy in respect of importing foreign waste for disposal in Britain.

Mr. Moynihan

We have received representations recently, principally in respect of proposals to import domestic waste from the United States of America.

To ask the Secretary of State for the Environment what recent representations he has received in respect of proposals to import foreign waste for landfill disposal in the United Kingdom.

I have received many representations in respect of proposals to import domestic waste from the United States of America for landfill in the United Kingdom.

To ask the Secretary of State for the Environment when the Government will announce a statutory code of practice on imported waste transit and disposal.

Mr. Moynihan

The transport, transfer and disposal of imported waste are subject to the same controls that apply to indigenous waste. The Government announced on 29 June a number of measures to strengthen these controls. A code of practice will contain guidance on the steps to be expected of waste producers and holders in transferring waste to another person so as to discharge a new statutory duty of care. Any person importing waste will be subject to the new duty. The code will be published when legislation is before Parliament.
