To ask the Minister for the Civil Service what new proposals he has to improve the effectiveness, rewards and morale of the Civil Service.

I am constantly seeking new ways in which to increase the effectiveness of our already highly professional Civil Service. The Government's policies of moving towards flexible pay and merit pay will reward high achievement and help to improve morale.
