To ask the Chancellor of the Exchequer whether the clothes and personal effects confiscated from those arrested by Her Majesty's customs officials at airports and seaports are subsequently returned to the owners; and if he will make a statement.

Clothes and personal effects taken from arrested persons are in general returned to their owners. They may, however, be withheld if they are liable to forfeiture because of a prohibition or restriction on importation or exportation, because they are subject to duty which has not been paid, or because they have been used to facilitate the commission of an offence.
