To ask the Secretary of State for Scotland if he will set up an independent inquiry to make recommendations on all aspects of the penal system in Scotland.

[holding answer 27 October 1987]: No. Appropriate action is being taken on a number of issues of concern. For instance, we have announced a thorough review of parole, and other forms of early release, under the chairmanship of Lord Kincraig.
