§ Mr. Gummer[holding answer 22 February 1988]: One of the purposes of the Farm Land and Rural Development Bill is to provide enabling powers for the proposed farm woodland scheme. Since this scheme is to be administered jointly by the Forestry Commission and the Agriculture Departments, the Forestry Commission has been closely involved in work on the Bill from the outset.
