§ Mr. Michael ForsythLocal authorities in Scotland receive an allocation of consent to incur liability to meet capital expenditure on schools, further education colleges and community education buildings. Within this overall level of consent they are free to determine which education building projects will proceed. They are also free to transfer consent between certain other capita programmes. Information on the level of the total capita allocations for education, and on the assumed schools element included in that total, for 1987–88 is given in the table.
