§ Mr. CopeIn addition to the Manpower Services Commission's mainstream programmes which are designed to respond to local needs in London docklands, as elsewhere, the MSC has a number of other initiatives. For the London docklands these include a local collaborative project, which aims to establish a long-term partnership between employers and training providers and a local employer network to encourage the involvement of employers in local vocational education and training issues.
