§ Mr. Peter BottomleyCivil aviation safety regulation is wholly the responsibility of the Civil Aviation Authority. I understand from the authority that, of the 35 United Kingdom aerodromes designated as customs and excise airports for international flights, 23 are not located within controlled air space (as defined in article 96 of the Air Navigation Order 1985). International flights may also operate from other aerodromes by special arrangement. Flights taking off or landing at aerodromes located within controlled air space may, nevertheless, pass through uncontrolled air space at some stage in their flight.
