To ask the Secretary of State for Foreign and Commonwealth Affairs what is his estimate of the underspend by the Overseas Development Administration for the current year; and if he will make a statement.

The recent public expenditure White Paper shows that we expect to spend the planned aid programme in full, including the additional £13 million to which I referred on 27 January, at column 427, in reply to my hon. Friend the Member for Wyre Forest (Mr. Coombs).
