§ Lord Young of GraffhamThe Monopolies and Mergers Commission Report (Cmnd. 530) on certain practices in the collective licensing of public performance and broadcasting rights in sound recordings was published on 7th December. Copies of the report have been placed in the Library. I refer the noble Lord to the Answer I gave to my noble friend Lord Brougham and Vaux on 7th December [Official Report, cols. 663–665], which sets out the Government's response to the commission's recommendations on the charges made and restrictions imposed by Phonographic Performance Ltd.
