asked Her Majesty's Government:

Whether the reservations they have about the PLO's policies apply equally to Israel, and what ambiguities remain as regards the Israeli Government's recognition of the Palestinian right to self-determination, the renunciation of violence and terrorism, acceptance of Resolutions 242 and 338 and willingness to attend an international conference.

The main parties in the Israeli Government say they accept the legitimate rights of the Palestinian people (excluding self-determination) and Security Council Resolutions 242 and 338. But they are divided over attendance at an international conference.
