asked Her Majesty's Government:

Whether they will revise the Department of Health and Social Services leaflet P11, together with the attached application form C, to make it clear that patients suffering from diabetes mellitus and not currently receiving insulin therapy are not entitled to free prescriptions, as stated by Lord Skelmersdale (HL Deb., 12th April 1988, col. 1056).

Leaflet P11 already identifies and lists together those medical conditions, including diabetes mellitus, for which specific substitution therapy is essential in order for patients who have one or more of those conditions to qualify for exemption from prescription charges.
