How many home leaves from custody were granted to adult males, adult females, male young offenders and female young offenders respectively in the most recent year for which figures are available; and how many in each category failed to return from home leave.

The information is not readily available in the form which is requested. In 1985, the last year for which figures are available, 4,440 adult prisoners were granted home leave and pre-parole leave, of whom 243 failed to return.

What moneys are authorised from public funds for (a) travelling costs, (b) subsistence, (c) householder's allowance and (d) lodgings allowance, which may be incurred during home leave by prisoners.

Adult prisoners on home leave receive all travelling expenses and subsistence for the journey. The person offering hospitality to the prisoner may be eligible for financial help. Where home leave is spent at a hostel or in lodgings, the cost of accommodation and meals is met up to a maximum of £10 for each night spent away from the establishment.

Figures collected centrally do not distinguish between expenditure on home leave and expenditure on temporary release. In 1986–87, the most recent year for which figures are available, £285,400 was spent on home leave and temporary release. This figure includes travel, subsistence and accommodation allowances for young offenders but excludes expenditure on temporary release to hospital.
