The Marquess of Ailesbury

asked Her Majesty's Government:

Whether the action taken by Hammersmith and Fulham Council in reporting, 2,654 unlicensed vehicles in 1986 (the Marquess of Ailesbury's Question, 15th March, col. 1128) constituted a "local campaign" in the terms of Lord Brabazon of Tara's further answer to the Marquess of Ailesbury given on 28th March, such that offences arising "are always dealt with by prosecution".

No. The action taken by the Hammersmith and Fulham council in reporting unlicensed vehicles was part of that council's drive against abandoned vehicles in the borough. The department's local VED campaigns are run in conjunction with police forces up and down the country. London-wide campaigns are held every year. The campaigns consist of a period of intensive local publicity designed to encourage voluntary relicensing, followed immediately by police activity to catch determined evaders. Those caught are prosecuted. If the noble Lord has a particular local problem in mind, perhaps he would write to me.
