asked the Secretary of State for Transport if he will review the requirements he makes of contractors for road reconstruction or improvements in respect of minimum flows of traffic that can be accommodated at peak periods.

Our policy is to ensure that the maximum volume of traffic consistent with safety and operational constraints can pass through the site of reconstruction or improvement works. The traffic management arrangements necessary to secure this are agreed in consultation with the police and local highway authorities. Any special requirements, such as minimum number of lanes to be kept open during specified periods of the year, are written into contract documents. We keep arrangements under review.
