As my right hon. Friend, the Minister of State, Foreign and Commonwealth Office, the Member for Wallasey (Mrs. Chalker) told the House on 15 January 1987, at columns 262–63, it is not our intention to extend the measures introduced at the Government communications headquarters beyond those agencies whose primary functions are concerned with security and intelligence.
