§ Mr. Cousinsasked the Secretary of State for Social Services, in the light of the refusal on appeal of planning permission for a Fine Fare superstore in the grounds of St. Nicholas mental illness hospital, Newcastle, and the consequent loss of capital recession, if he will make a special capital allocation available to Newcastle district health authority to allow that authority's programme of transferring mental illness patients into the community to continue.
§ Mr. NewtonThe allocation of capital moneys to Newcastle district health authority is the responsibility of the Northern regional health authority.
