Mr. Michie

asked the Paymaster General in relation to the Control of Industrial Major Accidents and Hazards Regulations 1984, for how many large inventory top tier sites the area defined by the notification of institutions handling hazardous substances consultation distance, determined by the Health and Safety Executive for the site, exceed the area to which in the opinion of the enforcing authority the provisions of Control of Industrial Major Accidents and Hazards Regulation 12 should apply.

asked the Paymaster General in relation to the Control of Industrial Major Accidents and Hazards Regulations 1984, (a) for how many large inventory top tier sites, and for what proportion of the total number of large inventory top tier sites, Control of Industrial Major Accidents and Hazards Regulations 11 and 12 have been complied with and (b) for how many small inventory top tier sites, and for what proportion of the total number of small inventory top tier sites, Control of Industrial Major Accidents and Hazards Regulations 11 and 12 have been complied with.

Of the installations at which the Control of Industrial Major Accident Hazards Regulations 1984 apply, 173 are known to have prepared plans required by regulation 11. The number of installations at which actions is known to have been taken in respect of regulation 12 is 190.

asked the Paymaster General on what date amendments to the Control of Industrial Major Accidents and Hazards Regulations 1984 arising from European Community Directive 82/502/EEC will come into force.

Directive 87/216/EEC, which amends Directive 82/501/EEC, was adopted on 19 March 1987 and notified to Her Majesty's Government on 24 March 1987. Member states must comply with the amendment not later than 18 months after notification and it is intended that the required amendments to the Control of Industrial Major Accidents Hazards Regulations 1984 will be made within this time period.
