asked the Secretary of State for the Environment if he has any plans to introduce legislation to confer on local authorities the power to require council tenants to pay an annual charge, to be refunded at the end of each year, where the tenant, in the opinion of the authority, has kept his or her home in good order; and if he will make a statement.

The respective obligations of local authorities as landlords and of their tenants regarding the proper use and maintenance of council dwellings are laid down in the terms of their tenancy agreements, subject to the requirements of the Landlord and Tenants Act 1985 and part IV of the Housing Act 1985 ("the tenants' charter), and we see no need to alter these.
