§ Mr. LeeIt is estimated from the latest "New Earnings Survey" results that only about one fifth of 1 per cent. of full-time female employees have gross weekly earnings below the national insurance threshold. The survey results do not cover all part-time employees but, taken with other data, it is estimated that in April 1986 about 2 million female part-time employees in Great Britain had gross weekly earnings below the limit for national insurance purposes.
