asked the Secretary of State for Transport what plans he has for the use of amber beacons on slow vehicles using high speed roads.

I have today made amendments to the Road Vehicles Lighting Regulations 1984 so as to require, from the end of this year, slow-moving vehicles to use amber warning beacons when travelling on unrestricted dual carriageway roads. Experience has shown the value of these beacons in warning other road users of the presence of a slow-moving vehicle. Although the new legal requirement applies only to fast dual carriageway roads, I would recommend owners of farm tractors or similar slow-moving vehicles to fit the beacons for use on any main road, even it it is not a dual carriageway.
