HL Deb 23 July 1987 vol 488 c1561WA
Baroness Jeger

asked Her Majesty's Government:

Whether they consider that legislation is being adequately enforced to deal with the nuisance of rubbish sacks and skips in the streets of central London.

The Minister of State, Department of the Environment (Lord Belstead)

There is a wide variety of legislation dealing with nuisance on the placing of sacks and skips in the street. Enforcement is a matter for the relevant local authority or, where appropriate, the police.
