asked the Secretary of State for the Environment what representations he has received from the Association of County Councils seeking the removal of the effects of 1987–88 block grant safety nets and gain caps; and what estimate he has made of the effects of implementation to these proposals on the Isle of Wight county council.

Mr. Chope

There are no proposals to remove the nets and caps on block grant entitlements for 1987–88, and no representations have been received from the Association of County Councils on this subject since the settlement.

My right hon. Friend has today announced his proposals for local authority current provision and aggregate exchequer grant for 1988–89. The local authority associations will be consulted formally about his proposals for the settlement, including options for block grant distribution, and safety nets and caps, later in the autumn. Illustrative grant entitlements for individual authorities cannot yet be calculated.
