What are the terms of reference of the research study funded by DHSS at Kent University to evaluate the cost-effectiveness of various forms of intermediate treatment compared with other court disposals, both custodial and non-custodial; when they expect the work to be completed; and when and where the results are to be published.

The terms of reference of the research study are as stated in my noble friend's question. The work is expected to be completed in July 1990. A report on the results of the study is planned for publication late in 1990, but no specific arrangements for publication have yet been agreed.
