Why they have been unable to assist voluntary bodies with retraining requirements to enable them to deal with the Social Security Act 1986, and whether they will reconsider the matter.

The legislative framework within which the Department of Health and Social Security operates makes no provision for financial assistance to those voluntary bodies active in the social security field. There are no plans to introduce legislation to change this.
