Whether they will ask the Board of British Telecom to review the £15 fee charged for changing the name of a telephone subscriber.

No. Representations about BT charges are a matter for the Director General of Telecommunications. I understand that OFTEL have already considered this charge which is applied only when the account of a telephone subscriber changes. OFTEL concluded that the charge was reasonable.
