asked the Secretary of State for the Environment if he will publish a further White Paper on the privatisation of English and Welsh water authorities.

We shall publish shortly a policy and consultation paper setting out our proposals for the restructuring and privatisation within the water industry.

asked the Secretary of State for the Environment what safeguards will be incorporated in his proposals for the sale of water authority services to ensure the environmental protection of water courses and catchment areas.

Mr. Moynihan

The Government last year published a consultation paper "The Water Environment: The Next Steps" which proposed a number of measures to safeguard rivers, streams and ground water sources. Proposals to establish a national rivers authority, which will provide increased protection for the environment, will be published in the near future.
