Lord Huntasked Her Majesty's Government:
How many male and female prisoners respectively are currently segregated under Rule 43 of the Prison Rules (a) for their own protection and (b) for good order and discipline, excluding prisoners in the special units at Maidstone, Gloucester and Wakefield prisons.
The Earl of CaithnessThe number of male sentenced and unsentenced prisoners segregated at 1st January 1987 (the most recent date for which information is available) was as follows: (a) 1,295 for their own protection; (b) 113 for reasons of good order or discipline. Figures are not kept centrally for female prisoners.
Lord Huntasked Her Majesty's Government:
How many Rule 43 prisoners are currently contained in the unit for such prisoners at Wandsworth prison; why this unit was opened; whether there are any plans to provide facilities for its inmates comparable to those in the Rule 43 units at Maidstone, Gloucester and Wakefield prisons; and whether it is planned to develop further units similar to that at Wandsworth in other prisons.
The Earl of CaithnessThe unit at Wandsworth currently contains 400 Rule 43 prisoners. It was opened to relieve overcrowded segregation units in a number of prisons in the South-East and to develop an improved regime for Rule 43 prisoners. While efforts are being made to improve the regime in the Wandsworth unit, its function is different from that of the three national vulnerable prisoner units and it is not likely to be practicable to achieve there a regime comparable to that enjoyed in those units. There are no plans to develop further units similar to that at Wandsworth.
