§ Mr. EggarDrug production, trafficking and misuse are a real or potential threat to all countries, whether producer, transit or consumer. No one country can hope to defeat the problem alone; a key element of our strategy is therefore to encourage and support international action against the drug traffickers, whatever their nationality. We urge all Governments to take all possible steps to prevent the export of drugs and to co-operate in the international effort to curb illicit drug production and misuse.
