§ Mr. JoplingThe principal achievement was the progress made at the December Council in reforming the common agricultural policy, as reported fully to the House by my right hon. Friend the Minister of State, on 16 December at columns 1211–4. Other achievements are listed in a document being placed in the Library by my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs.
