What is the status, within NATO's planning, of the "conceptual military framework", which is reported to be extending "NATO's planning horizon from five to eight years to 20 years", and whether, in it, full consideration is being given to "Harmel" as to NATO's other guiding principles.
§ Lord TrefgarneI refer the noble Lord to theStatement on the Defence Estimates 1986, Volume 1, paragraph 317. The conceptual military framework, which was endorsed by the defence planning committee in December 1985, is a part of NATO's efforts towards more effective long term military planning. The Alliance remains fully committed to the Harmel principles which require NATO both to maintain adequate military strength and political solidarity to deter aggression and to pursue the search for progress towards a more stable relationship with the East.
