asked the Secretary of State for the Environment what discussions he has had with the Countryside Commission on access to land owned by the Newton Towers estate in the North York Moors national park which was granted under the Bransdale Moor scheme as an offset against capital transfer tax.

None. It is for the Inland Revenue, acting on the advice of the relevant statutory agency, to agree appropriate management conditions with owners of qualifying land before conditional exemption from capital transfer tax is granted.
