asked the Secretary of State for the Environment if he will meet Liverpool council leaders to discuss the city's budget proposals.

It is the responsibility of the Liverpool city council to balance its budget for 1987–88 within the resources available to it.

It is the responsibility of the Liverpool city council to balance its budget for 1987–88 within the resources available to it. My right hon. Friend has no present plans to visit Liverpool.
