§ Mr. Gummer[holding answer 26 November 1987]: The Commission's proposals are generally for guarantee threshold mechanisms. These relate support to specified quantities. There are no proposals affecting the availability of export refunds. Effective stabilisers should reduce the need to export surpluses and should have a beneficial effect on export refund expenditure.
