§ Mr. Needham[holding answer 3 December 1987]: In the personal social services field, services for the under-fives including social work support for families, childminders and day nurseries, are an integral part of the Government's overall preventive strategy on child care, whose development was identified as a specific objective for the next five years in the regional strategy published by the Department of Health and Social Services in August this year.
