§ Lord James Douglas-HamiltonThe association's outstanding loan debt was £571.5 million at 31 March 1987. Average rent is set by the association in the light of overall expected revenue expenditure, including loan charges, and taking account of Government subsidy. In 609W 1986–87, expenditure on loan charges was equivalent to 92 per cent. of rental income, or 67 per cent. of total revenue income.

§ Mr. HoodTo ask the Secretary of State for Scotland if he will list those financial institutions or housing associations which have expressed an interest in buying Scottish Special Housing Association houses in the event of enactment of the proposals in "Scottish Homes".
§ Lord James Douglas-HamiltonA number of financial institutions and housing associations have expressed interest in participating in the new opportunities for improving housing choice and conditions which our proposal for the development of housing policy offer. Those expressions of interest are not dependent on the establishment of Scottish Homes nor are they confined to specific proposals involving houses presently owned by the Scottish Special Housing Association. Possibilities for changes in the ownership of those houses will involve consultation with the tenants who occupy them. Those interested in offering tenants the opportunity of a change in their renting arrangements will no doubt approach them in due course.
