§ Mr. Ridley[pursuant to his reply, 4 November 1986, c. 392]: Information about residuary bodies' actual income and expenditure will not be available until after the end of the financial year. I shall in due course issue directions to residuary bodies concerning their statements of accounts for 1986–87. These statements must be submitted to me and I shall lay them before Parliament in accordance with part VIII of the Local Government Act 1985.
The estimated rate-borne expenditure of the residuary bodies as notified to rating authorities for the purpose of the 1986–87 levies is as follows:
Residuary Body £000 London 48,171 Greater Manchester 8,438 Merseyside 7,000 South Yorkshire 4,000 Tyne and Wear 2,500 West Midlands 2,647 West Yorkshire 2,262 In addition, certain items of revenue expenditure, notably on compensation for staff made redundant at abolition, may be financed from inherited revenue balances or capital receipts.
For the most part, residuary bodies incur capital expenditure on discharging contractual liabilities inherited from the abolished councils. Their estimated gross capital expenditure, as notified to my Department on the capital estimates and commitments return beginning of the year is as follows:
Residuary Body £000 London 69,631 Greater Manchester 650 Merseyside 2,819 South Yorkshire 708 Tyne and Wear 3,150 West Midlands — West Yorkshire 600 These estimates do not take into account the effect of off-setting capital receipts which cannot reliably be estimated, or of transfers during the year to successor authorities of undischarged liabilities.
§ Dr Cunninghamasked the Secretary of State for the Environment if he will publish the relevant, total, current and grant-related expenditure of local authorities in total at plan-budget and at all later stages in each year from 1981–82 to 1987–88 (est).
