asked the Secretary of State for the Environment on what basis licensed premises will be re-rated following the introduction of a national non-domestic rate; whether this review will be based on rental or barrellage; and if he will make a statement.

From the 1990 revaluation onwards, the basis of value for licensed premises, in common with other commercial property, will be net annual value. As their rental value is influenced by their potential trade, it will be necessary for valuation officers to consider both this and any actual rental evidence when preparing their assessments.
