Mr. John Carlisle

asked the Secretary of State for Foreign and Commonwealth Affairs if he will list the names of those delegates attending the conference on South Africa to be held at Wilton park, Sussex, commencing on Sunday 23 March, together with those whom they are representing.

Wilton park is largely financed by the Foreign and Commonwealth Office. However the institution is free to choose its own subjects for discussion and to invite the speakers and participants it wishes. Academic independence and integrity are guaranteed by an International Advisory Council of OECD Ambassadors and an Academic Council of distinguished Britons. All discussion is off the record. It follows that a decision whether or not to disclose the names of participants attending their conferences rests with Wilton park.

No member of the Government has been invited to address the conference at Wilton park. Foreign and Commonwealth officials will be present at the conference.
