asked the Secretary of State for Foreign and Commonwealth Affairs what factors he took into account in deciding to differentiate between Ministers of the Crown and officials of his Department in Her Majesty's Government's policy towards contacts with members of the African National Congress; and if he will make a statement.

The decision to establish contact with the African National Congress reflected a concern to promote a suspension of violence in South Africa and a genuine dialogue between all the parties concerned. In the circumstances it was decided that contact at official level was appropriate.
