asked the Secretary of State for the Home Department if he will make a statement on progress in negotiations about the arrangements whereby officers of the prison service, who are occupying prison property, can buy their homes.

A third and final offer, combining the opportunity to buy quarters at discount and changes in associated conditions of service, was decisively rejected by a ballot of members of the Prison Officer's Association last December. In the light of this outcome we are considering whether there are alternative ways, consistent with their existing conditions of service, in which prison officers may be helped to own their own homes.
