§ Mr. Chris PattenThe Government believe that salary structures should be such as to attract, retain and motivate teachers, including those who have scarce and marketable skills. Structure reform talks are currently taking place in the schools, further education and university sectors. The Government have made clear their view that one outcome of those talks should be sufficent flexibility for employers to attract and retain staff whose skills are in short supply.
