asked the Secretary of State for Foreign and Commonwealth Affairs what proportion of overseas aid is devoted to the payment of pensions to retired members of the Overseas Civil Service; and what is the gross amount so paid.

Mr. Raison

We expect total expenditure on pensions to former overseas civil servants and their dependants to reach £140 million in the current financial year. This constitutes approximately one-tenth of the Overseas Development Administration's total budget. Of this about £19 million, representing the pre-independence element of these pensions, will count as aid. This is approximately 1.5 per cent. of the gross overseas aid budget.
