asked Her Majesty's Government:

Whether, having regard to the extent to which house prices have increased since 1980, particularly in London and the South-East, they will now increase the statutory ceiling to "right to buy" discounts in accordance with Section 7(4) of the Housing Act 1980.

The limit of £25,000 on discounts granted under the right to buy scheme is currently under review. The factors mentioned by my noble friend are among those that we are taking into account.
