§ Mrs. RumboldIn 1985–86, one in three local electors in Great Britain were estimated to be paying rates directly and in full. In the same year two thirds (3.8m) of council tenants were estimated to be in receipt of rent rebates. The corresponding figures for Leicester were one in four electors and 24,000 tenants respectively.
