asked the Secretary of State for the Environment what proportion of people pay rates in full (a) nationally and (b) in Leicester; and if he will estimate the numbers in receipt of rent rebates.

In 1985–86, one in three local electors in Great Britain were estimated to be paying rates directly and in full. In the same year two thirds (3.8m) of council tenants were estimated to be in receipt of rent rebates. The corresponding figures for Leicester were one in four electors and 24,000 tenants respectively.
